Evan is an Associate Professor of Economics and Latin American Studies at Oberlin College. His research interests lie at the intersection of development, public finance, and environmental economics. His recent work focuses on the barriers to efficient service in the water and sanitation sector, and to improving public procurement and tax compliance, particularly in Brazil and Latin America. Evan holds a PhD in economics from Columbia University and received his BA in economics from the University of California at Berkeley.
