Harouna Kinda is an economist specializing in impact evaluation, public finance, taxation, and environmental policy. He holds a PhD in Economics and International Development, with research focused on the governance of extractive industries and sustainable development finance. His work bridges academic rigor with applied policy perspectives.
Dr. Kinda has extensive experience as a researcher, consultant, and lecturer, having collaborated with leading institutions such as the World Bank, UNU-WIDER, FERDI, the IMF, AFD, and the African Development Bank. His research has been published in top-tier academic journals, including World Development, Oxford Development Studies, Resources Policy, and International Tax and Public Finance, as well as in edited volumes published by La Découverte.
He is Assistant Lecturer in Economics, Statistics, and Applied Econometrics at the University Lédéa Bernard Ouédraogo. He has previously taught at the University of Clermont-Auvergne, the University of Limoges, and Hassan II University of Casablanca. His teaching portfolio includes advanced courses in econometrics, public finance, trade policy, and macroeconomic modeling.
His expertise informs evidence-based policymaking and economic strategy in areas such as natural resource governance, energy transition, financial development, fiscal transparency, carbon pricing, tax design and rent sharing in mining sector—contributing to the effective management of economic and environmental challenges in developing countries.
