Cissy Kityo Mutuluuza

Dr Cissy Kityo Mutuluuza is a Public Health specialist and Epidemiologist with over 29 years of experience in HIV/AIDS care & treatment and research. She is among the pioneers of antiretroviral therapy (ART) use in sub-Saharan Africa from 1992 and has been at the forefront of scaling up care and treatment since 2003. As member of the AIDS Task force in Uganda and previously a Chair for the AIDS Clinical Care Subcommittee, she was involved in planning and writing the first strategic plan for a national program to increase access to care and ARVs and the national ARV policy. She has overseen USAID/PEPFAR funded programs to scale up HIV treatment and strengthen health systems for the delivery of care for the last 18 years. She has been PI/Co-PI or investigator for over 80 research projects in epidemiological trials of HIV treatment and associated infections, intervention studies for HIV prevention and HIV vaccines. Many of these pioneering research projects have informed policy and clinical practice in Uganda and other developing countries. She is the site PI for JCRC Clinical Research Site (CRS) of the US NIH AIDS Clinical Trials Group (ACTG) network running for over15 years now. She is the Chief Investigator for the first trial of Long-Acting Antiretroviral Therapy in Africa (8 sites, 3 countries). She played a crucial role in the development of the JCRC state of the art clinical and research laboratories equipped to perform a variety of tests including: HIV drug resistance (HIVDR), Tuberculosis, pharmacokinetic studies among others. She is the Director for the JCRC College of American Pathologists (CAP) certified laboratories with the biggest test menu in the country.  She serves as an executive member on various local and international scientific committees in HIV research, prevention and treatment and provides mentorship to both local and international scientists.
