Diego Chavarro

Diego Chavarro is a researcher and policy advisor with over 20 years of experience in science, technology, and innovation policy across Latin America, Europe, and Africa. He holds a PhD and MSc from SPRU, University of Sussex, specializing in research evaluation, open science, and sustainable development.
Diego’s work bridges academic research and policymaking, with a strong focus on advancing national and international science and innovation systems. He has played a key role in shaping major policy initiatives, including Colombia’s Green Book 2030 for sustainable development and the country’s first national open science policy.
As a consultant and advisor, Diego has contributed to research evaluation and policy design for organizations such as the European Commission, Inter-American Development Bank, and United Nations, supporting evidence-based decision-making and the development of open and inclusive research ecosystems.
His research has been published in leading international journals, including Research Policy, Research Evaluation, and Journal of Development Economics. He has contributed to major impact evaluations such as the Marie Sklodowska-Curie Actions Individual Fellowships using advanced quantitative methods and is an active member of global academic networks dedicated to the advancement of science and technology policy.
