Clemens Breisinger

Clemens Breisinger is a senior research fellow and is heading IFPRI’s Kenya office since 2021. From 2022-25 he also directed the CGIAR global initiative on National Policies and Strategies and helped setting up the CGIAR Policy Innovations Program as program director (a.i.). Clemens spearheaded the establishment and then led IFPRI's Egypt office from 2016-2021 and since 2016 oversaw the implementation of more than 20 policy research, capacity sharing, and policy advisory projects in 15 countries across Africa, Asia and Latin America. These projects helped guiding policy choices, prioritize investments, and build institutional capacity in collaboration with national governments and international partners such as the EU, GIZ, IFAD, IDB, FAO, USAID, and the World Bank. His research covers a broad range of topics such as economic and foods system transformation; poverty reduction, food and nutrition security; crisis impact and response; and climate change. Together with colleagues and partners, Clemens produced more than 150 publications, including articles in the J. of Development Economics, J. of African Economies, Energy Policy, Food Policy, and World Development. Clemens received his PhD in agricultural economics from the University of Hohenheim, Germany in 2006.
